NASCAR is plenty competitive; everything's a cookie cutter template. Give them a fuel limit, a rectangle of external dimension limits, and a safety cockpit, then let them do what they want. Cut the winner's fuel by say 3%, and leave it at that. If Ferrari is able to triple their traction and braking and make 2000 hp on half the fuel as everybody else, well they deserve to dominate and however they do it will end up on street Ferraris, then Porsches and Corvettes, then Camaros and Zs.
